OPEN: General Manager Position 

Pescadero Reclamation District seeks an experienced and innovative General Manager to oversee its irrigation and reclamation operations.  

This position reports directly to the Board of Trustees (Board) and is responsible for overseeing the Pescadero Reclamation District No. 2058's (District) operation, maintenance, and repair activities.  Successful candidates must possess a minimum of 8-10 years of field experience in irrigation or reclamation management or a similar field.  Effective oral and written communication skills are also required, as well as the ability to supervise the District’s field employees.

QUALIFICATIONS AND DUTIES OF THE GENERAL MANAGER

 

SUMMARY

The General Manager of the District serves as the Board agent for planning, directing, managing, and supervising the services, activities, and operations of the District.  This includes being responsible for engineering, operations, and community relations for the District.  The General Manager oversees the day-to-day activities of the District ensuring that it runs in an efficient and effective manner.  To this end, the General Manager also implements policy decisions of the Board and facilitates the development and implementation of District goals and objectives. 

DUTIES AND RESPONSIBILITIES

 Scope of Authority.  No actions of the General Manager shall diminish the vested power or authority of the Board.  The General Manager shall act in accordance with the direction given by the Board.  In addition, the General Manager shall work in accordance with all District handbooks, rules, memoranda of understanding, agreements, permits applicable to the District, and employment laws.  All duties assigned to the General Manager shall be appropriate to and consistent with the professional role and responsibility of a general manager of a reclamation district.  The General Manager shall perform such duties with the knowledge and understanding of the Board and, when appropriate, the District Engineer or District Counsel.   

 Authority of Manager.  The Board vests in the General Manager direct supervisory control over all irrigation/reclamation employees of the District, as well as the operations and administration of the District’s field work, subject to the policies and directives established by the Board.  This authority includes resolving field complaints, unless the General Manager believes the matter requires resolution by the Board.

 Consultation and Coordination.  The General Manager has authority to consult and coordinate with the District Engineer, District Counsel, the Board, and accounting and/or auditing consultants as reasonably necessary to carry out the District’s affairs.  In addition, the General Manager shall develop and maintain professional relationships with the various federal, state, and local agencies that govern District operations and activities, such as the U.S. Fish and Wildlife Service, the U.S. Army Corps of Engineers, California Department of Water Resources,  California Department of Fish and Wildlife, etc., and coordinate with each as reasonably necessary.

Authority Over Employees.  The General Manager is responsible for the supervision, direction, training, discipline, promotion, demotion, hiring (including interviewing), and termination of all subordinate District irrigation/reclamation employees in consultation with the Board. 

The General Manager shall thoroughly document and address all disciplinary actions in a timely manner, consistent with the District Employee Handbook.  The General Manager shall confer with District Counsel if he/she believes employee termination is required.  Disciplinary actions constituting a significant deprivation of wages and/or work shall be subject to review by the Board, in accordance with District’s Employee Handbook. 

The General Manger shall approve all employee timecards and ensure that employees meet and maintain training requirements, which may include monitoring training attendance.  Further, the General Manager is responsible for preparing an annual performance review for all employees reporting directly to him/her. 

Reclamation and Irrigation Infrastructure.  The General Manager is responsible for overseeing the operation, maintenance, and repair of the District’s water distribution and conveyance infrastructure.  This includes scheduled maintenance and repairs, as well as emergency maintenance and repairs on pumps, pipelines, valves, gates, siphons, etc.  The General Manager shall develop a preventative maintenance program to maximize the useful life of District water distribution and conveyance infrastructure.  

District Property.  The General Manager is responsible for overseeing the safety and security of all District-owned property and operations.  This includes regularly patrolling and inspecting District property to prevent the unauthorized access to and placement of material on such property (e.g., trespassing and illegal dumping, respectively), as well as the District’s Shop.    

Safety, Disaster Preparedness, and Emergency Operations Plans.  The General Manager is responsible for developing (or re-evaluating and updating, as the case may be), in consultation with the District Engineer, the District’s safety plans, disaster preparedness procedures, and emergency operation plans.  Once developed or updated, these plans shall be presented the Board for review, consideration, and approval triennially.  To this end, the General Manager must make him/herself available during District emergency situations.

Reporting.  The General Manager shall report regularly, and no less often than monthly to the Board at its regular meeting, the conditions of the District’s operations.  This includes reporting on maintenance, repair, and safety of District property (real and personal), weed and rodent control, landowner complaints, and any other issues related to the District’s operation.  Where the District is performing reimbursable work (e.g., under a subventions agreement), or work requiring outside contracting, the General Manager shall report to the Board the status of such work and contracts, respectively.  All emergency repairs shall be reported to the Board as soon as possible.

Finances.  All expenditures of the District must be approved by the Board. The General Manager has limited authority to expend District funds without Board approval.

Additional Duties/Responsibilities.  The General Manager may be assigned additional duties and/or responsibilities as the Board may from time-to-time deem necessary and appropriate.

 

QUALIFICATIONS

Skills.  In order to effectively carry out the duties and responsibilities described above, the General Manager of the District shall possess the following skills and abilities:

  • Good communication skills and approachability
  • Strong analytic skills to recognize and evaluate problems and develop solutions
  • Ability to review and understand financial reports
  • Foresight to understand potential liabilities resulting from his/her actions and/or decisions
  • Establish and maintain effective professional relationships with the Board, District Counsel, District Engineer, and federal, state, and local agency personnel

Knowledge.  The General Manager of the District shall understand the following items as each is necessary to the effective District management:

  • District Rules (Irrigation and Levee) and methods of enforcing same
  • Mechanics of reclamation/irrigation infrastructure and operations
  • Federal, state, and local laws regulating the District, including by not limited to health and safety, reclamation, and special district laws
  • District’s insurance coverage
